Principal Associate, Environment and Natural Resources

Larry Weinstock is a highly skilled program manager and regulatory professional with extensive experience in a range of federal program leadership roles. During his 30-plus years at the U.S. Environmental Protection Agency (EPA), Weinstock worked on a wide variety of environmental issues, programs and cross-Agency initiatives, including innovative Clean Air Act programs, environmental justice, energy, climate, environmental sustainability, nuclear waste disposal, enforcement, and organizational improvement. He also facilitated collaboration among various departments, offices, and all involved stakeholders. Weinstock has used his wide range of EPA experience, creativity, and knowledge in a range of fields, including law, science, policy, and economics to craft innovative and effective program strategies.

A recognized expert in the Clean Air Act, Weinstock is leveraging his extensive experience by serving as a senior advisor to Abt’s EPA project delivery teams. His areas of focus include environmental justice, climate change, and air quality management.

Weinstock joined Abt after leaving EPA where, among other things, he led the creation and development of two different programs. The first was EPA’s Waste Isolation Pilot Plant (WIPP) program, which successfully licensed the world’s first geological repository for highly radioactive waste. The second, EPA’s Community Action for a Renewed Environment (CARE) program, was a unique cross-office/cross-regional program which funded and provided EPA support to help communities create partnerships to reduce the release of toxic pollutants and minimize residents’ exposure to them. CARE became the EPA model for community-driven environmental protection. Experienced in creativity training and facilitation, Weinstock facilitated an office-wide creativity exercise for the Office of Wetlands, Oceans and Watersheds.  He is also an Adjunct Professor at George Washington University Law School, where he teaches Air Pollution Control.
