Virginia “Ginger”

Principal Associate

Virginia “Ginger” Pryor has more than 30 years of experience leading child welfare and social services policy and system improvement initiatives. Her specific expertise is in systems improvement methods, change management, adaptive leadership development, facilitation, strategic planning, and devising holistic organizational development approaches for private and public government sectors. She is deeply passionate and committed to bringing hope to vulnerable communities and organizations through human service innovation, leadership development, and strategic system and policy reform. At Abt, she’s helping clients design child and family well-being solutions that are grounded in the social determinants of health across social services systems, and that will mitigate negative outcomes that cause children and families to move deeper into those systems.

Before joining Abt, Pryor served as the Acting Director and the Chief Deputy Director of the Los Angeles County Department of Children and Family Services, where she oversaw all business operations and programmatic services. She came to the Department from the Casey Family Programs Los Angeles Field Office, where she served as the Senior Director and as a Senior Director of Strategic Consulting, supporting more than 45 different child welfare jurisdictions. Pryor previously served as the Director of the Georgia Division of Family and Children Services, where she managed the Child Welfare Department and the Office of Family Independence.
