Meryl Finkel leads Abt Associates’ Housing and Communities Practice, overseeing large-scale housing, community and economic development, and social policy data collection, analysis and technical assistance projects. Clients include the U.S. Department of Housing and Urban Development, the Consumer Financial Protection Bureau, and the Corporation for National and Community Service, as well foundations and state and local governments.

Finkel also serves as principal investigator of a number of studies — one to assist HUD in developing a new formula allocating administrative fees in the Housing Choice Voucher Program and a recently completed study to evaluate the Rapid Re-Housing for Families Demonstration. She also led a congressionally mandated study of the capital needs in the nation’s public housing stock.

Finkel holds a PhD in Economics from Harvard University.
