Designing an Innovative Study of Employment Services for Veterans

Section 502 of the Jeff Miller and Richard Blumenthal Veterans Health Care and Benefits Improvement Act of 2016 (P.L. 114-315) requires a “study of job counseling, training, and placement services” for veterans. Through a 15-month contract with the U.S. Department of Labor’s (DOL) Chief Evaluation Office, an Abt Associates-led team identified research design options for that study.
For this Veterans Employment and Training Services (VETS) Research Study Design Options, the Abt Associates team developed design options to answer four types of research questions:
- What services did veterans receive through the DOL workforce system?
- What were the employment- and earnings-related outcomes of these veterans?
- To what extent can their outcomes be causally linked to career services provided through the workforce system?
- And how do the benefits of these services compare with their costs?
The Abt Associates team worked with several government agencies and research experts to identify how to marshal the range of data resources necessary to carry out this ambitious study.
