Request for Proposals: Participate and Provide Services through the MassHealth MA DSRIP TA Program (RFP No. RFP-DHE-FY2021-24761-0004)

The purpose of this Request for Proposals (RFP) is to identify qualified TA organizations to participate as Technical Assistance (TA) Vendors under the Massachusetts Executive Office of Health and Human Services (EOHHS) Payment Reform Technical Assistance Program (MassHealth MA DSRIP TA Program, referred to as the MA DSRIP TA Program). Abt Associates, as a contractor for MassHealth, invites organizations with relevant experience and expertise to apply to become a partner in the provision of technical assistance to Accountable Care Organizations (ACOs) and Community Partners (CPs) contracted with the Massachusetts Executive Office of Health and Human Services to provide care and services for MassHealth members. Abt intends to award multiple Master Agreements to qualified organizations, depending on their organizational capacity, area(s) of expertise, geographic coverage, capacity to engage in an expanded menu of interventions, and responsiveness to overall RFP requirements.

Bidders are welcome to submit more than one technical proposal if they have experience and would like to be considered for providing TA under the following domains:

  • Actuarial and Financial
  • Care Coordination/Integration
  • Community-Based Care and Social Determinants of Health
  • Consumer Engagement
  • Flexible Services
  • Health Information Technology (HIT)
  • Performance Improvement
  • Population Health Management
  • Workforce
  • Telehealth

Current MA DSRIP TA Program TA Vendors do not need to reapply but are invited to submit a proposal in any Domain for which they are not already contracted to provide services to ACOs and CPs.
