Uganda: Gender Analysis in Decentralization Project

Under USAID's Implementing Policy Change project and as a subcontractor to Management Systems International (MSI), Abt Global provided technical assistance in an effort to build the capacity of institutions slated to be empowered as the Ugandan central government embarks on a decentralization initiative.  Among other aspects, Abt Global was responsible for the gender component of the project.  Abt Global' Gender Team performed a Gender Analysis Study and prepared a Gender Strategy Report in the Kumuli and Gulu districts of Uganda.  Activities included staffing a Gender Assessment Team for data collection/field assessments, recommending appropriate delivery strategies for institutionalizing gender concerns, and recommending steps necessary for accomplishing capacity building for the local government, civil servants, and civil society leaders targeted by the program.
