New Book From Abt Housing Expert Offers Solutions to Homelessness

Rockville, Md.  –  As presidential candidates discuss the housing affordability crisis, and on the heels of HUD’s annual report to Congress on homelessness, one of the report’s lead investigators, Abt Global’s Jill Khadduri, authored a new book that looks at how we got here and how we can move forward. Co-written by Vanderbilt University’s Marybeth Shinn, In the Midst of Plenty: Homeless and What To Do About It is organized around four questions:

  1. Who becomes homeless?
  2. Why do people become homeless?
  3. How do we end homelessness?
  4. How do we prevent it?


Based on a comprehensive look at relevant research, the authors show that we know how to end homelessness—if we devote the necessary resources to doing so. Khadduri and Shinn have created a scholarly, research-based book that’s accessible to anyone—from local residents concerned about what to do about homelessness in their cities to elected officials and their advisors to faith-based groups and philanthropies trying to help.

“The book provides an excellent overview of the causes of homelessness and a hard-headed assessment of the efficacy of different policies to address it,” writes Ingrid Gould Ellen, Paulette Goddard Professor of Urban Policy and Planning, Wagner School, New York University.  “The authors offer a clear and balanced summary of research evidence and suggest both incremental reforms to existing programs as well as major, but still politically plausible, expansions.”
