Susan Longley has 20 years of experience leading large-scale policy implementation and change management efforts for numerous federal clients such as the Centers for Medicare & Medicaid Services (CMS). Named a top healthcare exec to watch in 2023, she has collaborated with key stakeholders to maintain mission-critical initiatives in areas such as health care quality, public reporting, performance measurement, and domestic preparedness. She has implemented growth and diversification strategies across multiple sectors, including health and homeland security.
Longley is responsible for the growth and impact of Abt’s U.S. domestic market portfolio in health, housing and asset building, environment, human services, and social policy. Previously, as vice president of U.S. healthcare services, she helped expand Abt’s footprint across the health policy space in critical areas such as equity, patient experience, climate, and cost of care that require new approaches and innovative solutions. Longley will pay particular attention to growing Abt’s presence in digital and technical assistance opportunities and diversifying market share in existing core areas of research, monitoring, and evaluation.
Before coming to Abt, Longley spent 17 years with Booz Allen supporting senior government officials in a variety of agencies, including CMS. She led pipeline development, strategy, and delivery engagements across the CMS line of business, with a focus on healthcare quality, Medicaid, and pharmacy. She directed a team of more than 40 employees with diverse healthcare experience, from policy experts to healthcare clinicians. She played a key role in the line of business’s 10-fold growth from 2012 to 2016.
Longley helped the Agency for Healthcare Research and Quality develop and implement the National Quality Strategy. She also helped CMS stand up the Quality Rating System for the Health Insurance Marketplace, providing publicly available quality data to new health insurance consumers.
