St. Clair

John St. Clair has more than 25 years of operations and finance experience, with a focus on global operating models, project excellence, business process improvement and driving transformational change to scale organizational impact. 

He has a proven record of success leveraging global business and financial acumen with cross-disciplinary expertise to develop and execute strategic business plans, programs, and initiatives across countries and cultures.  St. Clair brings valuable perspectives from his extensive experience driving operational improvements across projects, regions and headquarters teams in the international development field.

St. Clair has responsibility for Abt’s overall operational excellence and quality.  He leads a team focused on project performance and quality and our international operations platform.   He also oversees Abt’s Institutional Review Board.

Before coming to Abt, St. Clairwas the vice president of International Offices for RTI International.  His tenure there included the design, implementation, and leadership of RTI’s Africa Regional Office in Nairobi, Kenya that provided operational support services to programs across Sub Saharan Africa. He also expanded the regional office model to Asia and Latin America and the Caribbean, leading the global regional offices and India subsidiary for many years. 

Prior to RTI,  St. Clair served as director of Financial Planning & Investor Relations for Motricity, a global content provider, where he led financial planning and analysis, budgeting, investor relations, and merger and acquisition due diligence.  Previously, he was chief operating officer at Open Source Risk Management a technology startup.
